The shop owner strongly recommends you not to part the rod, or try to combine two.
You will lose all precision you have in it making it much much harder to hook something with the hook.
If you have some friends, he suggests that you do as most others. Buy a long ball of string and use it to hoist up the rod when you are up on the ledge.
A ball of string of sufficient length is 3 Lune.

All right. You are -29 Lune and plus: 1 Cat's Paws 1 Ball of String 1 6ft Rod with hook
The dwarves are more than happy to help you. You prepare by tying a small weight at the end of the string, before you move up so you can simply drop the small weight when you reach the destination.
So just the matter of deciding left or right ladder, and if you are going to try to climb using the Cat's Paws this time around.

I'll try the ladder I didn't use last time since that didn't go so well. I take it there's not much distance between the two? To make things easier, I'll only take the paws, rod, hook and Pistol.

Actually, you went up by the left ladder and down by the right last time. The ladders are equally close. You want to take the cumbersome rod with you? The plan suggested to you was to bring the ball of string and then drop it from the ledge when you were up (with the small added weight the string will plummet downwards easily). The dwarfs would then attach the rod to the string and you'd easily retrieve the rod by using the string. Of course if you prefer the more cumbsersome climb with the rod, then so be it, but if you climb with it then there is nothing the dwarfs can help you with and it will as you already guessed be something of a hindrance to you during the climb.

You climb up the left ladder.
You are not used to the Cat's Paws and towards the start you jam them in the wall causing yourself some handdamage before you manage to get of this predicament, you lose 3 Health.
After that the climb up meets with no further obstacles and you reach the ledge.
Retrieveing the rod from below using the string also passes with no further incidents.
You are now standing equipped with the rod close to the first set of belts (Number #1) in previous post.
Which one will you try first and which equipment/and how are you using while trying to retrieve it. (You are using the rod, but anything else you want to make use of you need to specify.)

I suppose I can lash my grappling hook to the rod and use it to snag a belt?

Your own grappling hook is too large for this purpose, suitable for use with a rope. I was more thinking of how to make sure you do not fall down.

Checking your list above:
You did not bring the rope.
The only thing you could use is the Cat's Paws and they will give you a decent hold even though you can only use one hand for that.
You do have the ball of string though. So if you bind it many times around something it will give some extra safety. It will take some time and you will have to discard the part of the string you use this way afterwards. (I would not recommend untying it up here anyway.)

I'm a bit by this suggestion. Consider the following circumstances: The dwarves below have had too many ales for making it up here safely and one of the them has already broken a leg in a similar climb. Shouting this out at the top of your voice so most in the hall can hear it ... is maybe not a good idea. The dangers in reaching the item is not that bad. The danger in climbing up and moving along the ledge are greater. At worst you will be able to drop the rod if you get unbalanced (and I will assume you do that), and with the string you can always retrive it once again.
