Right.
Where do you want to go after visiting the portal?

Back to the elevated area with all the belts I guess.

Right. You have walked back to that general area.
You are close to the ladders and the dwarfs you met are nearby sitting at the table still drinking ale.

I'll quickly check the dwarves are still happy to continue waiting for me, then try my luck with the ladder once again.

One of the dwarfs asks: "Why didn't ya try to retrieve the belt last time you were up?"

"There are a number of similar belts that could be the one I seek," says Doomy. "So I went back to the portal to refresh my memory before making my choice. I'm not sure what would happen if I tried to take the wrong belt or use the wrong symbol in the portal, but I doubt it would be good."

"They are illusions. You'd be unable to take them."
"Mind if I ask you, but how do you intend to retrieve the belt? Most people bring a long stick with them for that purpose."

"Illusions, eh? Good to know. next time I can just try grabbing everything until I get something solid. "As for the real belt, I'll try snagging it with one of the poles lying around," says Doomy.

The dwarves seems confounded by your statement about poles lying around, but decide to renew their grips on their tankards of Ale instead of asking further.
So what's next?

So the grabbing implements mentioned previously are not boathook-style apparatus?
My next step is getting one of them, anyway.

So the grabbing implements mentioned previously are not boathook-style apparatus? My next step is getting one of them, anyway. Well, that is your problem. There is nothing which you could use for easily collecting the belt. Also, there is nothing lying about either. You could use your axe on the interior to improvise something - I guess - although I doubt the fire elementals will be pleased about that and quality of the result will be doubtful. There is not much here which will make a good start point for a long flexible rod with a hook. There is two venues to get a suitable item: - Go to the shop across the hall and purchase one. - Try to persuade someone descending to part with theirs. Observing the traffic you can tell that most people make it back to the shop with their long sticks, so it seems the shop is buying back the items when used.

Okay, to the shop then? What am I looking for? a 10-foot pole in finest RPG tradition?

You find a lot of things here which can be used for climbing and mountaineering. There also some equipment which are habitually used by burglars to climb walls. The equipment on sale looks to be in top condition.
There is also a section which sells most things related to fire and light.
Everything here is tagged and sold in Lune but you can probably trade with the shop-keeper. In fact some of the customers are currently doing so now.
Excerpt of items in which you may have some interest, the shop have many more.
Rope: 1 Lune per 3 feet Pitons with closed eye: 1 Lune each Light Hammer: 2 Lune Cat's Paws: 20 Lune Grappling hooks intended to be fastended to a rope: 5 Lune Rods with a hooked end: 1 Lune per foot of the Rod. (These looks much like angler rods but with no rope or accompaying parts.)

Okay, having been up on the platform I should already have an idea of how long a rod I need. The Cat's Paws might also be worth investigating.

Cat's Paws will decrease the chance of falling while climbing. Currently you have no aid there.
Only the rope and hook which have a chance to stop a fall.
As for length of the rod. It needs to be at least 5 feet or maybe 6 feet if you want it to reach the hanging down belts.
Given your short length it will get clumsy if it is too long in relation to your own height so you should probably be satisfied with the minimum length needed. So basically it is choice between 5 feet which may be a little to short, or 6 feet which is enough in length but a little bit more difficult to handle with precision.
