It's been too long... I can't even remember his full name. Baron something-or-other.
Nonetheless, I never forget a man's deeds, and his in particular interest me. Do we know anything about where he came from or why he has the dagger of Vashna?

Barraka. Called Doomslayer in some cases.
He hasn't got a Baron's title since they are Funtals, Emirs and the like in Vassagonia. He probably had a high title since he was one of the contenders to be the next Zakhan and some text refers to him as a noble.

Sadly, while I finished book 7 of Legends relatively recently, it wasn't that recent and I forget the history from that.
He seemed to be a practishioner of black magics anyway, and had been contacted by the spirit of Vashna and direected - or had sought him out.
Will dig out those references if you don't mind Legends lore

Where was he called Doomslayer? Also, where are the references to his Vassagonian heritage? I don't recall that, but it would definitely be interesting (and bizarrely coincidental for reasons I can't go into).

Both Legends book 6 I believe for deep details, but his is called a Vassgonian noble in the gamebooks, and Doomslayer might have beenm referenced in there too somewhere At work, so can't check now

In the gamebooks: He is just a renegade Vassagonian noble who leads a army of Vassa warriors and bandits against Ruanon, in trying to raise Vashna
Coming from a Legends viewpoint: It was mentioned that Barraka's father was a secret practitioner of right-handed magic. And it kept in touch with the general fact that he was a Vassagonian noble, high-ranking enough to be considered as a possible contender for the throne.
As for his nickname of Doomslayer, there has been no explanation so far on this.
