I may be moving to France at the end of 2011. I am trying to figure out what I would do with my gaming systems and games.
From what I understand, everything in Europe uses different power cords than here in the US. What about their systems? Do they play US games? I'm not that learned on PAL and NTSC deviations.

I can't remember what you have, so I'll give a general answer. From what I understand, PAL PS3s will play NTSC games (though I've never actually tested that claim, so I wouldn't recommend taking my word for it). PAL Xboxes (and traditionally all other PAL games systems) will not play anything NTSC. I believe there's a problem with hooking up NTSC systems to PAL TVs as well, so even if you brought your own with you I doubt you'd be able to use them.
The power supply is different too, as you said. I'm not too well versed in French electronics though. I believe France, like everywhere in the world except the UK (seemingly), has a two-pin mains plug, but the current/power/etc might be different.
It's a minefield of fiddliness I'm afraid.

For what I know, France uses SECAM, not PAL, for their TV. I don't know if this has an influence on the games.

You may also need to investigate whether you need to start a new PSN account and lose everything you've paid good money for until now. Still, it could be worse. At least you're not Japanese. en.wikipedia.org/wiki/Paris_syndrome

Well, I wouldn't mind selling the system. But what I'd really like to do is keep the games and rebuy a system if I head that direction. But if they aren't going to play on a euro PS3, then it seems pointless.

I have an NTSC game that works on my 360. Marvel Ultimate Alliance it is. I don't know whether this one's an exception to the rule or what.
